Audrey Link, Real Property Analyst, Carson City Public Works

For the past year and four months, Audrey Link has been making a significant impact in Carson City’s Public Works Department as a Real Property Analyst. Her role is anything but routine, marked by meticulous research and problem-solving to support city staff and the public. Whether it’s investigating legal uses of land, rights-of-way, or researching the history of a parcel, she thrives on tackling complex puzzles to determine what’s possible and the best way forward.

Finding the Path to Public Works

Before joining Carson City, Audrey spent years in the insurance industry, helping individuals and businesses protect their most valuable assets. While working full-time and pursuing an MBA, a chance encounter with someone newly hired at Carson City planted a seed of curiosity. Their enthusiasm for public service was infectious, and it made Audrey reflect on her own career goals.

“I wanted a role that would keep me learning and growing until retirement. I also wanted the quality of my work to stand on its own merit,” she explained. When she came across the Real Property Analyst position, she saw a perfect opportunity to leverage her skills while fulfilling her dream of professional growth.

“I believe there are people who outgrow the pond they’re in and start looking for a lake. That’s what I was searching for.”

Diversity and Challenge in the Work

What stands out most about Audrey’s position is its variety. “I work in all areas of real property: licenses, permits, easements, leases, rights-of-way, deeds, patents, and title research. There’s no monotony—every day is fresh,” she said.

Beyond the variety, the steep learning curve has been invigorating. “Coming from the private sector, learning the public sector’s methods has been fascinating and challenging. My mentor, Robert Nellis, has taught me to zoom out and look at situations from all angles. I’ve learned to ask the right questions and approach problems with a 360-degree perspective.”

This skillset has proven invaluable, especially in situations where requests come in with a specific “ask” that may not actually address the real need. “Figuring out the core need—what they’re really asking for—that’s the fun part.”

Proud Moments and Wild Discoveries

One of Audrey’s proudest accomplishments was completing the first comprehensive inventory and status of all lands owned by the Carson City Parks, Recreation, and Open Space Department. “It’s a great feeling to solve a puzzle when not all the pieces are available or to make a judgment call that yields positive results. That feels incredible!”

The historical aspect of her work adds an element of wonder. “Carson City’s frontier past is fascinating. I’ve worked on projects involving cemeteries with graves dating back to the 1860s, some even containing relatives of Mark Twain. Reading handwritten records in cursive from the 1800s—it’s surreal.”

Embracing Right-of-Way

Audrey’s interest in the field of right-of-way grew quickly after starting her position, particularly after being introduced to the International Right of Way Association (IRWA) certification program. With plans to achieve the RWP certification by 2026, she credits the IRWA community for being welcoming and supportive. “The local in-person classes have been incredibly helpful for someone new to the field.”

A Future of Growth

In September 2024, Audrey earned her RWA certification, a testament to her commitment to professional development. She is well on her way to achieving her long-term goals, continually motivated by the variety, challenges, and opportunities for growth in her role.
